Can not run or install any virus scan while Registry editing is blocked

Hey there
As of the subject I have some problems with my PC
I run Windows Vista alongside Windows XP and I came to change a registry value to saw this error message: "Registry editing has been disabled by your administrator" Also when I tried to run the task manager same error occured.

Then I found out that my computer is infected and when I clicked on my Symantec Antivirus nothing happened and I found that I couldn't scan my system.
I,then,tried some other virus scans like NOD32,AVG free and some other programs such as Ccleaner,AVG antirootkit,Spybot search and destroy and etc wich all of them wether didn't install or didn't work.

I have to say that I re-install my windows vista but those errors are still exist.

I donwloaded the newest version of Microsoft Windows Malicious Software Removal tool but it didn't find anything.

I didn't try Safe mode yet however I think that doesn't work.

Boot to Safe Mode with Networking and do all below.

Left Drag mouse and Copy for Pasting all text in the box below. Make sure the slider bar goes to bottom from the @ to the end of the second exit.

Then paste to the black screen of an open command prompt. All may not apply so ignore errors.

Reboot once more to Safe Mode Networking and

Get the logs attached back.

are you logged in as an administrator on that computer?...
check in your control panel>>users...and see if you are a user or an administrator.
Is this YOUR computer that you may be just a user and the owner of the computer is the administrator??
The computer is just telling you that you dont have the authority to make changes in the registry. Only an administrator can do that.
 
again I ask.....are you the administrator????
what version of windows are you using?
If its xp...go to your control panel and click 'users'....
It will tell you who the admininistrators is/are.
If is YOUR computer...and you are just a user....then change your status to 'administrator;
