Cannot open volume for direct access

My problem is I cant open the drive. But in My Computer window, it did display the drive but I cant do anything. Windows prompt me to format the disk which I already did but I got this popup "cannot open volume for direct access".

These are the solutions that I tried but failed:-

Use TestDisk but it doesnt even detect the drive.
Disk Management also didnt detect the drive.
Already used Command Prompt to repair the disk. It display this "Cannot open volume for direct access" which I run it as admin.

Hmm; that's the primary partition with Windows on it - - can never format or partition the C:\ while booted from it

Im sorry my bad.. I didnt explained it detailed enough..
Im having problem with E: drive not C:..

Have some suggestion/s?

Already did.. Didnt you noticed that in the screenshot its all point to drive E: ?

The COMMAND PROMPT does, but not the Disk Manager - - get one of it - - much more information

As u can see it is ONLINE but cant be open or showing any info bout the drive..
So thats why I need help to figure how to repair the disk..
