Can't decrypt file on Windows 7 64-bit

i have a problem with my windows..!!

so, i did a clean format on my lappy. from windows 7 32 bit to windows 7 64-bit.so, i have encrypted file on previous windows. i copied that to external hard disk. after formatting i tried to transfer it back to my lappy but it didnt work because of ownership issue.

the files name now is green colored(encrypted file). so, i need help to decrypt that back i dont know how.i tried using the method on microsoft website but it didnt work.i cant change the ownership or transfer it back to my lappy..hope u guys expert out there can help me decrypt the file.

If the file was encrypted with windows you need the encryption key to decrypt it. There is no other way to open the file that I know of.

If you reformat a computer or move the files to another computer, you first have to export the encryption keys in order to regain access to the encrypted data.
