Can't establish internet connection and can't open task manager, probably infected

Hello, hope you guys can solve my problem. I have an annoying htm wallpaper, i think, that has put itself on my desktop background and just puts itself back up if i change it. It says my task manager has been disabled by my system administrator (it's a personal laptop, so I'm the admin.), and I keep having random pop ups. I can't establish an internet connection to any updates for my security software.
