Can't get Vista to launch

  1. So basically i built my own computer (First time ask for specs if you need them to help)
After figuring out that my hard drive was faulty i switched to another hard drive with 160g instead of 400g and everything seemed alright
Started installing vista and at the last step, it says finalizing installation it lagged my comp
When you would move the mouse it would have a very slow response but it still moved and the screen still loaded.
My brother said it might of been a bad installation so he restarted my computer
Now whenever i start up my computer i get stuck at a green loading bar that lags and i cant get past it
So what do i need to do too fix this?
I tried doing multiple vista fixes, programs to format hard drive, and none of them would actually boot or do anything
