Can't open most of control panel

  1. XtremE87 Newcomer, in training

    When I go to control panel and try to open one of the settings, I get the error "Another program is currently using this file". Only a few of the settings actually work. I've rebooted numerous times, and even tried to access them in safe mode but to no avail. Here is a hijackthis log, I don't know if it will help or not:

    Your HJT log is clean. BTW. HJT logs aren`t supposed to be posted in this forum, unless specifically requested.

    I don`t know what`s causing your problem. Maybe you should try running a windows repair as per this thread HERE.
