Can't Start OS and Can't reinstall

I am currently having a problem with my laptop it is a dell inspiron 6000 and everytime it starts up it i get a blue screen.

it says STOP:0X00000050
(0XE14F000,0X00000000,0XF83D8A8C,0X00000001)

After memory is verified, investigate the HD -- NTFS.SYS the the file system driver.
Either it is corrupted or there's a massive error on the HD. HOWEVER, it is
uncommon for that driver to fail like this on a disk error UNLESS there's a buffer overrun.
 
Don't want to throw cold water on your repair, but we have seen a small number (6) of Inspiron 6000 motherboard failures in our shops.
But this looks like a hard drive error to me. First approach I would try is to use a borrowed or purchased laptop hard drive as a replacement install. If that works, you then have a good chance of success in recovering your data by putting this problem drive into an external USB enclosure.
