What version of Windows 7 do you have and what have you tried so far.

I have tried changing regional and language options, but I don't have an option to install additional language files.... It's Windows 7 Home Basic

You can only change the input language, you can only install different language packs for the display language in Windows 7 Ultimate or Windows 7 Enterprise.

Open Windows Anytime Upgrade by clicking the Start button. In the search box, type anytime upgrade, and then, in the list of results, click Windows Anytime Upgrade.
