Computer booting issues

I am trying to format my friend's computer, but, each time i try to boot from the cd/dvd and it reaches a certain time it goes to a blue screen so i dont have the option to even select format e.t.c.

Now recently it s just going to a black screen telling me that a file is missing (eg system 32/config/) or something of the sort this is really tiresome i cant get to format or even select safe mode... i really want to help out .. there are two memories in his pc checked both they seem fine but this is tiresome any help!
 
No i really dont i just wanna get it formated and working ive check the memory and all
 
the easiest way to completely wipe it via USB, either download GDISK or Killdisk,
you run gdisk by booting it onto the USB and running the command GDISK (disk 1 or 2 depending on which you want to wipe) /diskwipe
