Computer freezes during boot-up and in Windows

Hello,

So I'm trying to fix my dads computer. It had a bunch of spyware/viruses/etc, I think I got rid of most of them with a combination of spybot, combofix and windows antivirus.

When I try to boot up, it regularly freezes during the Windows XP boot screen. I can usually get safe mode to load but it will occasionally freeze in safe mode and require me to hold the power button to turn it off.

Can you re-install XP fresh? MS's support will stop April 14 so no more updates will be available for XP then
