Probably malware. Can you start in safe mode, press F8 on starting the PC

    http://www.esdebian.org/

This is a Spanish site. When I put this string in a Google search:
    esdebian.org/u24749/Windows-XP-splash-screen.jpg
I get Spanish for 'page not found.'

    Try doing this:
Go to the Control Panel> Display> Desktop tab> Customize Desktop> Web Tab> Delete any content in the Web Page box except your home page> OK> Apply> OK.

    Reboot.

    See if that handles it.

Edit: I forgot to add: Check 'Lock desktop Item.'
