Is there a way to hook up a computer to a home network without having that computer connected to the Internet. So the way my brother wants it setup is that his laptop has access to the internet (wirelessly). He wants to be able to share files between his laptop and desktop...but doesn't want his desktop to be connected to the internet. Is this possible?

Configure your desktop a static ip address and leave default gateway blank.

Disable desktop IC (internet connection) so it just have LAN access only. The share out the folder or drive you want.

You should be able to disable internet access on the router. I've seen it on several routers but for a Linksys try: https://192.168.1.1/Filters.asp or maybe http://192.168.1.1/Filters.asp (Access Restrictions tab on the router page) then you can add an IP to a list and put restrictions on it, including no internet access.
