Computer Shuts down when it reaches windows logo and safe mode

hi everyone i got this prob im trying to solve. When i start the computer it runs good then when i reaches the windows logo the computer shuts right down. I tried to go in safe mode but when it starts to load the drivers info the computer shuts down and that's the farest i can get.

I tried these:
Reseat the memory
Clean the heat sink fan
reseat the heat sink
Cant even get to safe mode to scan for virus
And none of these worked it still shuts down any suggestions anyone thank you

Brand and model? Operating system? Age of the computer, hard drive, etc.
Will it run in Safe Mode?
Will it run long enough to run MemTest86 for four passes or more.

If you can enter your bios, set it to boot from your optical drive first...
then inset your Windows disk into the optical drive and try to boot from it
If successful, you will likely need to to a repair install, but you may wish to ghost / backup your drive first. There are ways of doing this...
If you are unsuccessful at a boot from the optical drive, then this points to hardware failure...

Does it flash a BSOD?

clear your cmos
load defaults see if it boots.
