Computer turns off during diagnostic memory test

The past few days my computer has started experiencing some strange issues. I first noticed this three days ago when my computers CPU usage went way up for no apparent reason (I hadn't downloaded anything in the past few weeks). This initially made me think that I had a virus of some sort, but I decided to run a diagnostic test just to see if there was some other issue that I wasn't aware of(My computer is about 4 years old now, Dell Latitude D630). During the diagnostic test that you can run pre-boot, my computer will shut down during the memory test (During the March B Test to be exact). I have also noticed that my fan doesn't seem to run when my computer gets hot now.

I'm not sure if the two issues, high CPU usage and shut down during diagnostic, are related or if these are completely separate. Any help would be appreciated. Thank you!
 
Your first move here would be to get that fan running. If it is failing, your CPU will overheat which is most probably the cause for the shut down during the memory test.

Install this software and set it to display the core temp readings in the task bar. If it is getting up above 80ºC or more then you need to replace the fan. Regular overheating may damage the CPU.

A sudden increase in CPU usage is often a sign of Malware. Download, update and run full scans with these anti virus programs, make sure you do not have any other anti virus running at the same time. But, before you do this get the fan fixed.
