CPU overclocking and Memory speed

So I got a "new' motherboard out of the parts bin and was trying to overclock with it. I successfully got my 1800x to 4.2ghz stable@1.4275v. I get that this is high, but I also don't really care as I have a few other 1000 series ryzens and motherboards that I can play with.

Anyway, so I got that stable, but with a memory speed of only 2066DDR4. I'm currently stuck at 4.0ghz@1.4275v with a ram speed of DDR4 2800@1.4125v. It is a corsair dominator kit rated for 3866@1.385v. I can't get a boot past this. I've tested this in other intel systems and it goes well above 4000

Anyway, I'm starting to think this is a limitation of my CPU. I am on air cooling but my CPU isn't seeing anything higher than 56C and my case has LOTS of airflow. I hear that this may simply be a limitation of the 1000 series Ryzen CPUS. I switched out my bad motherboard and have gotten better speeds on both sides, but I still can't get to the 3200 rating that both the motherboard and CPU are rated for.

does anyone have any diagnostic tips or did I just get a bad batch? 4ghz with 2800 ddr4 does give great performance on an old system, but I'd still like to get 4.2ghz with at least ddr4 3200.
