  1. I just recently reformatted my hardrive and re-installed xp only to find my processor speed is reading wrong and its actually affecting the speed, im using a AMD2200+ 1.8GHz and its reading as 1350MHz, its also running at that speed so alot of my gaming and networking is being greatly affected, can anyone please explain how to fix this?

Check the CPU settings in your BIOS, particularly the FSB speed. Sounds like the settings have gotten reset so that the CPU is now running at a reduced speed.
It may also be time to change the CMOS battery on your motherboard.
