CPU usage at 99% dual core

Hey guys thx for reading i realy dont understand it, i get in like 20 second a lag spike from 6-8 sec its with gaming, music+instaling. i dont got any virus/trojan spyware or anything. drivers are up to date. heare follow a spec of the list of my pc

if im playing a game my cpu ussage is at 99 / 100 and if im just on internet its 1% ussage ...
