CPU Usage peaks most of the time

I have a 2 year old HP Probook 4540s, with the following specs:
* Intel i5 3210M @ 2.50 GHz
* 16 GB DDR3 RAM
* 120 GB SSD (System disk)
* 512 GB HDD (For data)
* Intel HD 4000 Graphics + AMD Radeon HD 7650 series

Since recently, I have become a victim of cpu always being near the 80 percent mark, often shooting up to 99 or 100 percent. This makes normal tasks, I.e., opening a new tab, opening a window, become a nightmare. I probably have some bloatware that I cannot seem to pinpoint.

MAlwareBytes gives me a clean sheet, as does my Bitfender 2015 Antivirus plus. I am posting screenshots of my System's state using Process Hacker 2.

Incidentally, there seems to be an issue with my SSD's (1 month old) Random Read/Write speeds.
They are insanely low. I am posting my AS SSD Benchmark scores, as well as my Samsung Magician Benchmark scores, if that helps my problem.

If you help me correct this, I will be forever indebted to you :(. All this CPU hogging results in low FPS in my games (Dota 2 mainly), and general slow computing as well.
 
Remove Bitfender 2015 Antivirus plus and see if doing so, affects or improves your CPU Usage. If not, you can re-install it
