Create bootable OS disc from source files

Hey guys i have raw source files for Windows 7 Ultimate 32bit. I want to burn this files into a bootable disk. I did that using Ultra ISO and also Nero 10, the problem is the disk i made only boots from when the computer is on. i want it to boot from when my computer is starting up so i can see the installation screen and so i can format. How do i burn these files like that?. oh by the way my laptop is an HP 625
 
If the disk boots up when the PC is at the desktop then it should boot from startup.

Have you set the CD drive to 1st in the boot order in your Bios.
 
ya the boot priority is 1st to CD drive in BIOS. Yes i thought so too that If the disk boots up when the PC is at the desktop then it should boot from startup because that is the case with XP. I dont know what im doing wrong.
