More to thte point why is the cooling fan coming on, ive got 2 of these 1300 inspirons and none has ever given me a moments problem.
I did a strip down and clean of both the cooling systems of the laptops as they were severly blocked up and running at about 90 degrees.
there is a program called IK8FANGUI which you can find on google, its a prog that will show the temp of the CPU, if its over about 55 degrees then its running to hot and the fan may well be covered in debris which means the motor has to work harder to spin it thus drawing more power.
1300 are very easy to open and strip down, however before doing it you will need some thermal paste from a pc shop as the cleaning of the cooling system means removal from the CPU.
