Directx 9 causing a major headache to my family

My sister recently tried to install a dvd player into her computer, she had trouble gettin it to be compatible with her system so she downloaded some drivers for it and then was prompted to download directx 9. she did so from the mircrosoft website and then was told to restart her computer. after doing so her computer will not reboot at all past the windows 2000 loading screen, not even in safe mode. She's using an older system but one that should still be compatible with directx 9, any suggestions?
 
Your post is a little confusing. Windows already has the driver her new optical drive needs which should be installed automatically as soon as the system is rebooted. I wonder what drivers she tried to install and are they causing any conflicts now. As ryantruck already said, make sure the jumper on the back of the drive is set correctly.

I doubt DirectX is causing your problems. Could you post the computer specifications so we can better understand what might be the problem?
