DirectX problems

Hello. Does anyone have a copy of "Dsetup.dll" for DirectX 9.0b or 9.0c? One of my programs needs that to run, but only that file. I can't seem to find it online. However, I have heard that there is something called a DirectX 9.0c Client Setup that only has the dll file. I haven't found this at all, though. Can somebody send a link to the CLient Version, or just email me Dsetup.dll? Thanks.
