Disable user account creation?

  1. I was wondering if there was a way to disable the ability to create accounts in Windows 7. Somehow my sister's kid is creating new accounts to get around not knowing her password. Obviously she doesn't want him using her PC...because he's ruined previous PC's by clicking on stupid stuff. From the Windows 7 login screen there doesn't appear to be anyway to create an account, so somehow he's figuring out her password and creating accounts. Is there a way to prevent people from creating new accounts by either disabling it or requiring a password?

    login as Admin and then
    1. change the passwords for ALL users (but make it simple like talk2mom (or dad)
    2. change ALL admin account passwords to something complex like
      the first character of a phrase
      eg: Mares Eat Oats Does Eat Oats And Little Lambs Eat Ivy
      (MEODEOALLEI) but make every other character Upper case
    3. boot into Safe Mode and change the password for the Administrator id too
      (this may be the path that junior was ussing!)

    When junior comes by to find out why they can't login, lay down the law - -
    leave the Admin account alone or I'll delete your login altogether.
