Does closing all apps on your smartphone improve battery life? Android and iOS experts chime in

Of course services can be an issue but I'm pretty sure this article just happens to be about closing apps rather than shutting down services (can you even do that on iOS?).

You certainly can stop services in Android, without root. Even if it's "app only" services are a huge part on app and battery usage, they can keep your phone from deep sleep and really eat up the battery.
 
As someone that has worked in the Telecomm industry its maybe a bit less about number of app running and those running that are connected and must maintain and sync with others, keep ports open, polling and active. This means firing up the 4G, WiFi or Bluetooth which are the real culprits rather than just another running app.

Don’t bother closing apps
A lot of people imagine that the apps listed when they double tap the Home button are actually still open in the background and using battery life, but they usually aren’t. Outside of Background App Refresh, which we’ll look at soon, the vast majority of apps are not doing anything when they’re not in use. You can actually end up draining more battery by double tapping the Home button and quitting them all the time, so don’t do it.
