Download problem with system; IE9 & IDM & IDA?

    I have problems in downloading files with ie9 .When I tried downloading the files, without asking permission download will start, after download completed , one screen will be show that want permision to allow ie9 to start download !
    i permit to start download , after 1 seconds new wondow appear that say download was completed!
    .
    i have same trouble with IDM 6.07 build 8 and IDA .
    i think this problem related to my total system .
    can anyone tell me problems?
