DVD drive not reading on boot or in Vista

I've been troubleshooting this one all day. If anyone can give me some insight it would be much appreciated.

Just built a new system, ECS Black deluxe mobo, i7-2700, 4GB ram (took the other 12 out to trobuleshoot), thermaltake SP-1000M psup, and a LG ODD.

I can't get the DVD Drive to read my windows 7 boot disc. I've installed a Vista HDD from another machine which boots fine and runs everything except for the ODD. The ODD does respond to eject commands from Vista. I've tried plugging it in to multiple SATA ports and switched the SATA cable with ones I know to be good from the HDD. I've also tried using the Vista install disk for kicks but no dice there either. More than that, I've tried swapping the DVD Drive with a known good one and I get nothing out of it.

Any ideas? Am I missing something with the way the SATA cables/connections have to be configured?
