Do all DVD drives also write plain old CD's?

Yes, consumer DVD burners can also write to CDs.

Most DVD-RWs burn slightly slower than dedicated CD-RWs (e.g. 32x instead of 52x), so it is still worth having a cd-rw or cd-rw/dvd-rom combo.
