DVI to HDMI Trouble

    I am currently using VGA connection (DVI to VGA adapter to VGA cable) to connect my comp to my tv Via my 3850 AGP card with two dvi outputs. My tv has two HDMI inputs. My VGA connection is good except I get these textured looking lines all the time. So I got a DVI to HDMI cable and well the textured lines are gone, but it seems to be stuck on like a zoom mode. Like an overscan I guess. My tv is reading the right resolution and I've tried everything I can think of including:

    -switching outputs
    -switching inputs
    -check all tv settings
    -checked all Comp settings
    -Switching to vista
    -Playing Games (still has the same issue)

    Im hoping its not my tv, but I think it might be. Im all out of ideas though. What do you guys think?

    Here are my specs:
    Dual booting: XP pro sp2 and Vista 32bit Ultimate
    Intel Mobo
    P4 3Ghz HT
    1.5 PC3200 Mem
    Sapphire AGP 3850 512mb
    Antec 430W 2x12v
    Westinghouse 32 in LCD TV Model: SK-32H240S
