E7500 or mobo issue

Hello im in the middle of a huge repair of a PC. After checking each part as a possible suspect of computer failure (Powers on sometimes, Will not power on other times. NOT heat related nor PSU as it has been tested to work) it has come down to CPU and mobo. Im planning on getting a new mobo first, checking to see if this solves the issue, then buying a CPU last. Im asking for advice, this sounds like a mobo issue, i havent checked the capacitors yet but tonight i will, Or is this a CPU issue? Is it safe to transfer over the CPU even if i suspect it to be a dying chip without hurting the new mobo? Thanks

Motherboard failure rate is many times that of CPU's. CP, you're right in checking the board first. A failing CPU usually gives a fair amount of warning before a failure occurs (a lot of erroring out), so unless the CPU has sustained some sudden physical damage or shock then chances are good that the board is where the problem lies.
There is a small chance that a defective CPU can adversely affect a functional board, and I've heard anecdotal stories of such, but having troubleshooted (probably) a few hundred such scenario's I've never fried an LGA socket board with a "bad" CPU, and invariably the cause of the problem is the board -more often than not bent/broken socket pins, broken/burnt traces, detached/leaking capacitors or failing voltage regulation.

Thanks dividebyzero, Just the advice i was looking for. I've built and fixed a lot of pc's but never had the pleasure of troubleshooting a motherboard/cpu problem.

Ill be giving my client some options on parts to buy now that i know i can trust a LGA775 slot with a bad CPU.

I noticed in one of the articles today you were acknowledged for good work you do here, and this no acceptation.
