eBay purchased computer no longer works

    I bought this dell inspiron 3800 from ebay about a year ago. about 2 month ago the computer stopped working completly it wouldn't turn on. now it turns on but a white screen comes up and it is asking for a primary or administrator password. i tried calling dell but the computer doesn't have a service tag so they couldn't help me. can anyone help!!!
