Explorer.exe application Error

Upon starting in up my pc to the log in screen. If I let the log screen idle for a few seconds, when I try logging in, I get the following message:

"The application failed to initialize properly (0xc0000142).

Please advise on how I can fix this problem.

which os?
which logon screen?
already checked event/software log?
does the computer still work after this error? does anything not work?
it could be any program that starts with the system. try to disable as much programs as possible from system startup first. one of them could be the cause.
