  1. After reformatting my external drive two files still exist that says system volume information and recycler, tried deleting them but it wont be deleted, it says cannot delete, access is denied. Make sure the disk is not full or write-protected and that the file is not currently in use. How will I get rid of these folders?

No those have to stay on there. Don't touch them.

Those are system files Windows uses to manage volumes and can't be deleted, but they can easily be hidden (along with all the other system files) simply by going to Control Panel/Folder Options/View tab/Advanced settings, and click the "Don't show hidden file, folders, or drives" button, and hit OK.
