External Hard drive issue

ok here's the problem I recently bought an external hard drive enclosure online and I installed the drive correct but it does not come up in my computer. Now I know about the whole assigning a letter to the drive thing (not my first external drive issue) but something unique has happened. When I went to the computer management screen and clicked on Disk Management it just says "Connecting to virtual Disk Service" and stays there. I thought I would give it sometime, I did an hour's worth and still it's stuck there. I went to device manger and I can see the drive in both disk drives and mass usb storage device but no dice. And The drive works fine I tried it in my computer several times. The drive works while in the computer just not while in the case. You think it's the enclosure?
 
Go into Disk Management and see is the drive is even formatted. If its not formatted you will see the whole drive is unallocated.
 
SATA or PATA?
If it's PATA, make sure the jumper is set to Master.
If the connections are otherwise correct, it sounds like a bad enclosure.
