I want to know if there is any program i can download or buy that allows me to put a password on my external hard drive, so that people can't access my more personal stuff.

All the big PC security businesses offer this: Symantec, McAfee, ... Just check out their web sites.

Data security is big business. I used to work for a high tech company that specialized in Secure transactions over the Internet. Some very sophisticated stuff out there!
