Few websites do not open even with fast internet speed

Ok Understood your post.
Please refer screenshot for the steps I followed.
1. Change attrib to -r
2. Notepad hosts. Hosts file opens in notepad. I type 127.0.0.1 localhost. Then I do save as. I select file type as All Files. The list of files in etc folder appears. I click on hosts. Then click on save. Alert message 'Hosts file already exist. Do you want to replace it? I click on yes. Then I get error message of need an owner or admin permission

launch CMD​
type "whoami"​
I get
C:\Users\Jeff>whoami​
jeffpc7\jeff​
login as administrator
C:\Windows\system32>whoami​
jeffpc7\administrator​

then display ownership via:
C:\Windows\System32\drivers\etc>dir /q hosts
Directory of C:\Windows\System32\drivers\etc
04/18/2020 08:15 AM 454,054 BUILTIN\Administrators hosts

In username it shows administrator. Nt Authority means not authorized???

OUCH; That means Network Authority -- NOT the system or Administrator :sigh:

File permissions are fouled and likely several places.

1) please verify which version of Windows AND THE BUILD NUMBER OF IT

2) solution will be to Take Ownership starting from c:\Windows and including all subdirectories -- but hopefully you understand that my Win/7 will not match ANY version of Win/10 and we need someone else to guide you down that path

I can try, but first I want to clarify... I see references online to NT Authority/system as being a sort of 'super-user' ... "NT Authority\SYSTEM a.k.a LocalSystem account is a built-in Windows Account. It is the most powerful account on a Windows local instance (More powerful than any admin account). " From [https://www.bleepingcomputer.com/forums/t/498213/event-viewer-special-logon-nt-authority/] and so I think you actually have reached what you wanted.
 
Hmm; good idea ... but Still have file permission issues!! Might be good enough to Add Nt Authority to the NTFS Perm users list and mark it Full Control

2. Can we achieve this by some other way?
3. Shall we try changing WiFi password - if that might work?

We want a basic, no addition & no default HOSTS file

NO

WiFi is not the issue; DNS resolution is the problem.
 
Need to change NTFS permissions on HOSTS file

Win/10 doesn't match mine so someone else will need to assist
 
Open Windows 10 in an account with Administrative level privilege,
open File Explorer,
navigate to C:\Windows\System32\drivers\etc\,
using properties make 'hosts' file NOT read-only,
{a pop-up may say 'Access Denied' - the "Continue" button should overcome this}
using search box type 'notepad',
right click on Notepad app and open it as administrator,
using File/Open in Notepad, select All Files and open 'hosts'
go to last line,
go to end of that line,
type a carriage return/Enter to start a new blank line,
type 127.0.0.1 localhost,
save the file,
minimize Notepad,
confirm 'hosts' file is updated by looking in File Explorer,
using properties confirm 'hosts' file is read-only,
use Continue button if pop-up denial,
close Notepad,
close File Explorer

Works for me.
 
Ok. I figured it out. My antivirus was not allowing me to save. I disabled the antivirus and I am able to save the file.
I did not understand the meaning of type a carriage return/Enter to start a new blank line
Please refer the screenshot. This is how my hosts file look like now

HOSTS - Looks correct to me.

Carriage Return - on typewriters the execution of this key caused the carriage to space down one line and to return to the beginning of the line. The key "Enter" performs this on modern keyboards.

 
Test your system browser with the websites you could not reach - and see if a change.
Also, what is your Antivirus?
 
I find some of the sites are now working.
However, anything related to gaming site is not working.
https://www.crownragnarok.com/main/?module=page&action=download --- This sites get loaded. But when I try to download something, download doesnt start

Also I have this game, Asphalt, I am sure you would have heard about it. This game uses internet. So things inside the game are not loading

All the above are running using mobile internet

Antivirus is Avira

I tried the normal sites which were earlier not working. They are loading now.

Problem having with gaming site and download

I guess the speed has gone down too. Earlier, I was able to watch movie on netflix, now am able to not :(
Although, if I do a speed test, it shows the same speed as before

FWIW SpybotSD (Does anybody even use that anymore ), was specifically designed to add host numbers to the local host folder,to prevent them from being loaded. I think the function was called, "immunization".

Do any other current AV/malware programs use this strategy?
