    Get an ftp server software, there are plenty of free ones. Windows will actually do it too, but I recommend against it.

    It looks like that because it is someone's webspace, where files are stored, and not a webpage. That's all.

    consider using SSH. Much more secure and it replaces both FTP and Telnet.
