Gimp 2.6.2 problem

I am running windows Vista. I just downloaded the newest release of GIMP. I have an image open but when I click to bring the image to the front, instead of the dialog box or layers box. I can not get it to move. It is not frozen, as in, I can not edit my image.

Does anyone know what could be the problem? I have searched GIMP but can not find a place for help.
