First of, My English isn't that good.

Okay. Problem..

It began unexpectedly, my taskbar and explorer.exe are spazzing out. In the taskbar, the icons were moving fast as if it's being refreshed rapidly.

Windows, I have Chrome open and sometimes in the middle of an activity, it goes "not responding" and it's being refreshed like crazy too, sometimes it even minimizes the windows I have open.

I don't know wether this is Hardware or Software or even Drivers..

I need this to be solved/fixed as soon as possible.

This could be caused by a virus or malware infection. What antivirus or antimalware programs are you using?

For Malware, I use the Malwarebytes.

I don't have an Antivirus, I had Avira. It expired.

You most likely have a malware\virus infection...

Boot into safe mode to do the install

How?

Reboot and strike F8 about once / sec until you get B/W vga screen, select safe mode

you then choose an admin account and enter the password

proceed with the install
