Solved Has AVG caused this problem?

Since updating AVG on 30 Sep pc has not behaved well. Can't get on to Internet and some but not all programmes won't work eg even control panel won't come up. Word and Excel are fine though for example. Did a system restore to 19 sep but that didn't help. In safe mode can get to control panel but unable to uninstall AVG . I think now you need a special removal tool for that and that is not on the pc.
Your help would be much appreciated as to what to try next.
