Have certain applications open on specified monitor (When using Dual monitors)

Right now I am using dual monitors with help from my 9800 pro. There are some applications which always open on my primary monitor no matter how much I drag them to ther other display. Some programs seem to remember which monitor I have it on and open accordingly. Is there some way I can designate which apps to open on what monitor? Is there a program I could download to use this?
