Do you have a version of Windows that will allow you to boot, and then run repair mode? That is usually the quickest fix, but Recovery disc sets do not allow it.
You might also reset your BIOS to default, by removing your CMOS battery for a few hours.
But this is likely a problem with the video graphics adapter, based on the problems you have described. Any chance you can trade out the video graphics card to try any other AGP card as a test?
