Having trouble starting my computer

Hi everyone,
I am new to this forum and searching for the way to resolve the problem I am facing with my computer.
As soon as, I turn on my computer it shows the error that DLL(msvcr71.dll) missing. I have tried to start it in the safe mode but it is not working. Help me with your suggestions to fix my computer problem.
