HDD Problem Win98 Not Appearing as a drive

Hello,

I have a HDD I'm trying to reformat. Its a WD 160 Gig HDD. I am going to be installing Win98 on it. I installed the hdd on my computer in order to fdisk, but its not assigning a drive letter to the drive. I went into device manager and I can see the drive, but when I go into its properties it won't assign it a letter.

Maybe it has an NTFS file system? Windows 98 can't read NTFS drives. Speaking of which, is this problem occuring in Windows 98?
 
Is the drive showing in My Computer? Just trying to make sure if it's NTFS or not. As far as formatting goes, you'll need Hiren's Boot Disk for it. It has tools that allow you to view and format NTFS drives from DOS. Google around for it.
 
No, the disk isn't showing up in my computer. But I can still see it in the Device Manager. It says the device is working properly. I'll trying running that program and repost with the results.

Which tool should I use in order to reformat the HDD?
