Inactive Help me please

The past month my computer booted up one day and the only thing that opened was nvidia geforce experience and it updated steam then 10 minutes later all my startup programs loaded. The week after that it booted perfectly everytime everything loaded fine. Now everytime I boot it just loads those two things and wallpaper engine will run. Then a couple minutes later all my programs will load. Most of the time a notification pops up that says windows defender is turned off along with malwarebytes. Everything seems to go fine after that. My computer also will not restart or shutdown when it is not loaded the programs. In task manager there is multiple com surogates and when I scroll over 2 of them disappear just leaving one. Please help me...

Make sure, you PASTE all logs. If some log exceeds 50,000 characters post limit, split it between couple of replies.
