Help - Selection of windows quits every second

I'm having a slightly odd problem to explain.
For some reason the selection of whichever window I'm in, wether explorer, a folder or a program quits every second and I have to click again with the mouse over it in order to continue working..

For instance, if I want to type in this text I need to click every second on this window because the explorer window quits its selection and therefor I can't type unless I click here again.
every once in a while it stops and I can work again.

I scanned the computer for spyware and viruses and everything is fine.
I'm using Windows Vista Home Basic and this never happened before

What can I do? :(

Have you tried system restore ? obviously to a date before this started happening ?
What have you installed or uploaded recently ? before this problem ?
 
As far as I know, Vista has a set Refresh Rate of 60fps and doesn't have an override. But the video card might be the culprit. You can check those settings in Display through the Control Panel.

I don't know that this is the problem, but it sounds like it might be.
