Help set up secondary language

hello expert out there can any one know how to install secondary language in my windows xp sp2 pro client and a member of a domain. I install secondary language on admin account and it work only on admin. I usually setup programs on admin account in the domain and when i log on to user account its ok. But when i add another language on admin account ok but when i log on to users account its wasn't there and i can't tweak the control panel its because it was restricted not unless i will log on to admin. Any idea is a big help to me. Thank you in advance.
 
when you install applications as Admin, the installer should ask 'install for all users?' to which you are presumably answering yes. There is an equivalent thing when you add another language. As admin, open control panel and click on 'regional and language options'. On the advanced tab of what follows, click the checkbox 'apply all settings to the ....and default user profile'
