How could I limit network speed between different "cards"?

Hi!

So I would need help setting up my LAN and limiting the network speed (max dl/ul).

Are there some kind of programs or something for that? -I have tried NetLimiter but with it I can only limit the "bridging" computers upload and download and not the different network cards speeds.

The limitations has to be made on this computer (aka wannaB server) and not on the separate computers that are connected to it.

Network cards:
Oliv - needs to be limited to max download ~150kB/s and upload 25kB/s (this one is connected even if it says it's not)
Switch - no need to limit or anything
ADSL Modem - as it says, this is where the interweb comes from

What OS the Pro or Home? If you got the Pro you can go into Group Policy and make some bandwidth restrictions. By default it's 20%. You can raise that up higher. Under QoS.
 
It's WinXP Pro (SP3). Where can I find that and how can I know what percentages are what speeds? )or how ever to say that)
