How to activate my sim in iphone 5

My brother gave me his iphone5 and told me that it was already open line.. I tried to insert a sim card but the phone cant activate it it has2 bars signal.. I've already tried pressing the home and power off button and reset all the settings but still it requires activation... help please..!!
