HP DV9000 Start Up issue

I own a HP DV9000 laptop and it is just over a year old. When I try to turn it on now all of the lights come on and the fan starts like its about to boot up and then it shuts off after about a second. The power cord is good as the light is on where I plug it into the computer. I have tried starting it plugged in but with no battery and with the battery in but not plugged into the power cord and the results have not changed. Any help would be greatly appreciated. Thank you.
