I cannot remove these files from C:\

I had a botched Windows Update although it was finished.

Then I seen this later and wondered why.

I tried to delete these files, but it won't despite I am being the administrator. The strange thing is that they have a locked folder symbol on it. I am sure they are not viruses, but they seem not to delete.

those look like language codes

Only thing I can suggest is that you need to take ownership over the folders/files to be able to remove them.

But without knowing exactly what they are I don't recommend removing them.
